It depends if you mean the actual Pacman that fought at 115 or a hypothetical 115 pound pacman with the skills he has now (i.e he is a compleely different fighter now)
If you take Pacman from say 1999 and put him against Galaxy, Galaxy wins, if you use my hypothetical Pacman above, then you have a fight
As good as Galaxy was, he never moved up in weight and hardly ever fought anybody that wasn't from the far east. At Flyweight the pool of talent is very limited (always has been) because of the constraints of size and how it is mainly limited to FE fighters. Pacqaoi has moved up many weights and proven himself against the WORLD's best!
