The UN is as good or as bad as the commitment to it of its constituent countries. If you're going to have rogue nations (e.g. Russia, North Korea, USA, Israel) ignoring the will of its members and doing what they want then it's going to be ineffective.
The IMF is very good at what it does. It's not designed to help problem economys out, it's designed to enforce western financial hegemony over poor/developing/problem/strategically valuable nations.
All of these attempts at international governance fail because they operate on the fallacy that all nations are equal...we're not all equal, we're never going to be all equal, and we'll never get to the point where people look at what is best for the world vs what is best for their own interests.
Why the United States has always pressed how great the UN is just boggles my mind, we contribute more to the UN than anyone else and yet that bunch of assholes is CONSTANTLY holding us back

I say down with the UN. The United States attempts to be "the good guys" and even when we do that fuckers still hate us for what we do as well as for what we don't do, we can't win for losing with the international community (unless they are under attack)...so fuck the UN
