Is the kid already paralyzed and then the cops taser him, or do they break his back as well?

He fell off an overpass, broke his heel completely off and broke his back in a few different places, and was on the shoulder, bystanders said he was groggy and obviously out of it. When the cops came apparently he was saying stuff like "fuck cops, kill cops" and then got tazed...19 times.
