Proclaiming peoples ignorance in one thread, to blatant racism in the next. You're a gem Brockton.

I didn't watch the video cause it'd just depress me as all videos of this sort do, some people are so fucked.

    Explanations for the Bystander Effect

There are two major factors that contribute to the bystander effect. First, the presence of other people creates a diffusion of responsibility. Because there are other observers, individuals do not feel as much pressure to take action, since the responsibility to take action is thought to be shared among all of those present.
The second reason is the need to behave in correct and socially acceptable ways. When other observers fail to react, individuals often take this as a signal that a response is not needed or not appropriate. Other researchers have found that onlookers are less likely to intervene if the situation is ambiguous(2). In the case of Kitty Genovese, many of the 38 witnesses reported that they believed that they were witnessing a "lover's quarrel," and did not realize that the young woman was actually being murdered.

its incomprehensible that people could see an innocent baby mortally injured and not rescue it from harms way.

Its called the douchebag effect. turn a blind eye, until it is your child or family member then you see how it feels..

Diffusion of responsibility? There was no swarm of people shuffling by leaving everyone to fall to the same conclusion that someone else has done something about it. These were individuals passing by one after another.

The only thing that binds them is that they are all mental.

I can believe that witnesses to a murder thought they were witnessing a lovers tiff, I can see how that might happen. I cant think for one second though how a child laying smashed up in the road could possibly be construde as anything other than a really fucking bad situation. Perhaps they thought she couldnt get of to sleep in the street unless she was in a mangled heap?
When God said to the both of us "Which one of you wants to be Sugar Ray?" I guess I didnt raise my hand fast enough

    Bystander apathy is very common.

How many times have we walked passed someone who we assumed was a drunk/tramp sleeping on the floor, they could be dead for all we know. We just keep on walking, what if they are dead? Damn, I'd have to call the police, give a statement, what if they think I was involved, I'd be late for work, what if they're just sleeping I check up on them and they kick off....keep on walking. We've ALL done it.
