For non hevs its a little tougher to be definitive for me after 1 and 2 which imo would be Jimmy Wilde and Sam Langford. From 3 on I start to stutter. Is it Jackson or Zarate or maybe Olivares? What about the old dog Young Otto? Armstrong and Duran? Even the technician Eder Jofre had 50 ko's in just over 70 fights. And Bailey. As you said, short on skill but tall on power. Just like Shavers. Saddler could punch. Ketchell and Arguello or Wilfredo Gomez. So many big punchers.
Hevs. Little known guys like George Godfrey, Bob Satterfield and Elmer Ray most likely punched as hard as any hev we normally default to. And again even though Langford was really a middleweight, he knocked out most of the heavyweight contenders of his day and ended up with more ko's then Foreman and Tyson combined. I'd probably have Vitali in my top 3 hev punchers.
I did not realise Sam Langford had that much power. Certainly knew Dempsey did.
