I read that one too and raised my eyebrows more than a little. There is no way to defend such a policy. Sure, you might be able to say that a trangender person is unconventional, but what on earth does it have to do with your ability to drive a car? Or do anything for that matter. I can understand the promotion of family values and thus wanting to downplay homosexuality, but again what would that have to do with driving safely? Nothing at all as far as I can see. Schizophrenia, sure I get that but some of those other things are very odd.

Some people are born with the wrong genitalia, some are born with both, some are born with none.
Transgender is different than transvestite unless you require more education as does your old government.
Who are you to judge what God has created?
