I've never been sure what to make of Marciano, part of me thinks he's was over-rated but then another part of me thinks he was under-rated. I mean - He did destroy Joe Louis, yeah Louis was past his prime, but even an over the hill Joe Louis was still a helluva fighter and he was unbeaten and he did beat everyone in his era.
I think he was caught between two stools, to young to fight a prime Louis and retired before Liston and Ali.
Prime for Prime ? I'd have to go with Ali. I think from youtube clips I've seen of Rocky, he would have been to slow and a prime Ali, would stayed on the outside, winging and slashing punches at him and busting him up and maybe causing a cut stoppage. But if Marciano, were able to close the range and find his shots, or leap in and catch Ali then that could have been interesting.
But Ali had a cast iron jaw, so he would not have crumbled. Marciano didn't hit as hard as Foreman and from what I have seen of him, he did not have the bobbing head movement and speed of a Frazier. But this is all speculation. It's always hard to compare great fighters from different eras

So I guess you are calling ali a liar when all ranked Rocky Marciano way way ahead of Joe Frazier. And Joe Frazier was who he said was the greatest fighter of all time after him. But when he look back on the fights and the fighters he was very clear in saying that Rocky Marciano was ranked number one of all time and May have beaten him
I honestly can't think of a scenario where Marciano beats Ali prime vs prime. Ali has pretty much every advantage you can think of, with his size and speed advantages being significant. Think about it: if Liston, Frazier, and Foreman couldn't stop Ali, how the hell could Marciano?
Prime Ali moved laterally very well, maybe best ever at heavy, and he could flick his jab regardless of which way he was moving. Rocky was an extremely tough man, but his cut prone skin would've NEVER held up to a prime Ali's jab and hook. Remember the mess he made of Henry Cooper?!?!?
The truth is that Marciano, along with Evander Holyfield, is one of the top two ATG overachievers in the history of the sport. The other truth is that he came along at the right time and was able to overcome his limitations to beat a cast of past their prime fighters such as Walcott, Charles, and Moore. Two of those guys were really only light heavies. Tough to see Rocky beating Liston, and Floyd Pattersons speed and skill advantages may have been enough to beat Rocky as well.
