It doesn't matter. None of these guys will keep the title long. It will also mean no one good will fight wlad, they will all just target the holder of this belt.
Wlads the real king of the heavyweights, everyone knows it so no matter who holds the WBC title it means nothing with Wlad around. Personally the heavyweight who has impressed me most this year is Perez.

Anyways- Stiverne would be an awesome champ. He can beat, at least, half of the guys in the division. Probably not with ease, but if he hearts it out, he can win out against everyone....
He will make for exciting fights, because the guys are going to want to bring the fight to him BECAUSE they feel they can beat him.
His power and skill is very sneaky.

I think Arreola and Stiverne both have a chance to beat Wladimir.
I just think it's much less likely than a Wladimir one.
Which is far better than I can say for other would be opponents.
