*Please note: ODLH is of Mexican decent. He was born in the USA therefor hes American. Same applies for Rocky Juarez.
The writer makes it clear from the very beginning that the list will be composed of Mexican & Mexican American fighters. I think were all aware that De La Hoya is of Mexican descent but lets not forget De La Hoya has dual citizenship, therefore is both Mexican & American. Like myself his parents are from Mexico, I'm fluent in both languages and was born in America but still consider myself both. Never will I choose which is something I think everyone in this situation has in common. I think the write Juan Zurita explains it best in his writing listed below as the intro to his top 20.

I now introduce my inclusion of Mexican-American fighters. I’ve decided to include this group in these rankings from now on for several reasons. First off, there isn't a deep enough pool of quality Mexican-American fighters around to merit compiling a top ten list much less a top twenty. Second, many Mexican-American fighters were born in the Southwest United States, a place once called Mexico, a place many of us still call Mexico. Well, if you live here, you know what I mean. Lastly, many Mexican-American fighters refer to themselves as “Mexican” because that’s the ethnic blood that runs through their veins, the culture they live and breathe, and a heritage they are proud of. And no physical border can ever that away from them."
