chins do not get stronger, but the guy learns how to survive better. Look at Thomas Hearns. When he was younger he would get hurt and be noticeably hurt. When he was older he would go to the ropes and clear his head. They learn how to do this and it looks like they can take a better punch. Although I still do not think Hearns had a terrible chin. Any boxer can get hurt by a clean shot but Cotto has a great ability to recover, so yeah he takes a punch well. Zab has a good chin too but he doesnt recover well. Theres a difference between having a good chin and taking a punch well.
