I like McCall he's going about his business and is prepared to travel anywhere to work his way back in contention but until his win over Simil Sam hadn't beaten anyone better than Fres Oquendo. He may well get his shot eventually but his own title reign was an embarrassment whereas Holyfield is a living legend and that puts him ahead in the queue.

Thomspon, This is the only guy whose case could be put above Holyfield seeing as he the mandatory for Ibragimov's title and has looked great in recent outings. However as he too is an American it kind of messes up your argument.
