Admittedly, it's kind of a forgettable list. Ismael Laguna and Eusebio Pedroza are the ones that mostly stick out. But Panama has had 23 world champions, and with such a small population, it places high on a "per capita" basis.
On that basis, I agree + Puerto Rico also belongs on top on that basis, Iwas just going on the numbers but fair enough thats the truth if your basing it like that

CC back, Big Dan. Actually, you made me think 'cause the thread title is "Top 3 Countries with Great Boxers." Not all world champions have been "great boxers" (see John Ruiz). So in retrospect, I'd move Panama, the Dominican Republic, and Venezuela a bit further down the list. But overall, I think measuring the number of world champions per capita is a pretty fair measuring stick, given the size difference between countries.
