Can anyone in the UK explain to me why is it that you have restrictions? On downloading times and limits?
I don't get it?

Shitty infrastructure. Our phone cables are about 100 years old and rely on long lengths of string and paper cups. Consequently there just isn't enough bandwidth to go around.

They need to bring us into the 21 st century and fast.
