Hardly see how this was blatant at all.
If it was he would not of gone into hospital suffering from dehydration...
I highly doubt they would of not trained right, or fucked about - this is joans biggest fight to date. Must of been a simple fuck up somewhere.
The thing is they offered him the fight with him weighing over, and he still declined. Shitty trainer? Mayweather maybe doesnt bother with the conditioning with Guzman? There is no good reason for pulling out he had plenty of time to train.

If amateur boxers in my local gym can make weight while going to school or holding down a job then there is no excuse for a top pro boxer.
Guzmans been boxiing for a long time so he know the score about eating right and all that.

You'd have thought Mayweather Sr would have been monitoring his weight alot closer
Dan Rafael of ESPN.COM just reported in his blog that
1) Guzman got off with a slap on the wrist of a small fine from Mississippi regulators
and
2) Campbell got paid nothing and will not get paid anything. His only remedy is to sue Guzman for breach of contract. (which could take years of litigation)

the thing is it doesn't matter what Mississippi would have done really. So they ban him from fighting there for a year, two years, so what, that just means he wouldn't be able to fight in Mississippi, who cares he could still fight in Las Vegas, Atlantic City, California, on and on. Its not like one commissions ruling applies to the other in a case like that. Its like the case where Louisiana suspended Allan Green for not showing up to fight on that ESPN2 card a few years ago, of course Allan Green didn't care, its not like he was planning on developing a following in Louisiana.
They could have fined him, I guess.
And I wouldn't be surprised if he was sued, I could be wrong but Castillo's financial problems mainly stem from the Corrales fights and the law suits after that.
