He's definitely a drug cheat! and it destroys his legacy for me, how would he have performed in thos heavyweight fights minus the steroids? I know that steroids don't give you skill. And Holyfield was very skilled but I doubt he would have been strong enough to compete.
Roy Jones for the first time in his career also was using weight training to bulk up. I think Roy weighed in at 194lbs which is 19lbs above the lightheavyweight limit. So he was probably fighting somewhere near to his natural weight and added the weight training excercise to fill out which wouldn't take long at all. Just look at David Haye.

When I was 19 I weighed 180lbs and now I'm 24 225lbs and I can assure you I've never touched any steroids. weight training made me put on almost 25 pounds in the first year alone. Muscle is a lot easier to put on than cut believe me.

In his spare time out there all he did was pump iron.Eat the right food and no alchol.100% dedicated.
He was a different person when he got back and was much bigger and cut up coz of the weights all drug free.
It can be done in you are dedicated enough.

With them only testing after the fight it is extremely easy for a fighter to use steroids all through training camp and never get caught. Random testing is the only way to catch these guys in the act but when you have no true organization ruling over fighters it's next to impossible to catch the smarter ones. Ban a guy in Tennessee he'll go fight in Arkansas. To really hurt a fighter you have to ban him in New York and Las Vegas and most of the other states won't touch him. But then there's always overseas.
