going by biggest PPV sales, and the one still active after both, it'd be Mayweather, his last two fights had more PPV sales than ANYONE else, Pac didn't even out sell him, even though they had the same last 2 opponants

I'd say Jason Litzau fighting some professional hockey player on frozen ice in Minnesota would draw the masses, I certainly would tune in and bet against Litzau. That was what first came to my mind.
Otherwise, Pacquiao is the guy that has the whole country talking and he's pretty close to being a household name at this point. Cotto has a tremendous Puerto Rican following which is great for the main stream NY press but Mexicans famously spend money on fights which Arum has proved with the Latin Fury cards recently and before that, the money he made of De La Hoya who was feverishly supported by Mexicans and Mexican american, it made him boxing's biggest star over guys like Roy Jones and other top Americans. I'm almost positive there would have been more Mexicans then not for Marquez' fight with Mayweather had it gone on. With PPV the appeal is arguable though, it's hard to tell who draws more PPV buys since we just don't know where those buys come from. I would think Mayweather would be the one who drew more buys.
But really it's Pacquiao unquestionably and the guy who could potentially be the biggest draw will have to win it away from him (Mayweather, Cotto, Marquez, ect.) But the Litzau idea should be left opened and maybe subsituted with a Malignaggi type or someone of that ilk. Perez Hilton that fat queen maybe, who the fuck likes this guy?
The biggest Boxing draws are pretty much still the same as three years ago.
Hatton, Pacquiao, Mayweather, and you could even throw Kelly Pavlik in there, he has a fanbase that follows him and sells out Atlantic City.
Hatton could still sell out somewhere like wembley stadium with 90 thousand plus if required.
Not sure if pacquiao could manage that in the phillipines, other than him nobody comes close to hattons popularity

Most Americans don't even know who Hatton was until he fought Mayweather. And most still don't even know who he is. Hatton may be popular in Britain but not the world or even America. The only famous Brit that Americans know is probably David Beckham and probably Hugh Grant.
Id doubt many americans would know the likes of manny pacquiao or oscar de la hoya either.
But their phillipino and mexican/american fans alone make them massive hits just like hatton and his legion of supporters do.

Actually many Americans have known about Oscar since his olympic days for being the only gold medal winner for the USA in boxing. And I'm talking about the average joes. Not to mentioned he was marketed just like Leonard was in his day going on late night shows and appearing in commercials.
Floyd fights a style that doesn't appease to the average sports fan that's why he doesn't sell out. If his style was like Leonard he would have been marketed better, thus selling out his fights more in his early days.
You would be hard pressed to find an American who doesn't know who ODLH is. Pacquiao has also definately made his presence known after beating ODLH stateside.
As for Mayweather selling out his local football stadium, I think the Vegas soccer stadium seats about 500 so I'm sure he could manage that.
