He's already a legend. He doesn't need to be in a farce of a fight against people he would have murdered in his pomp. The Klits both have tremendous amounts of respect for him though and I think it's highly unlikely they would fight him now.
Holyfield put on some great performances but he was not a great heavyweight champion in terms of being consistant. In that regards he is not a legend.
