Disagree Bell held all three belts. Cunningham only held a paper title stripped from Bell

So if he beat Steve Cunningham he would have been undisputed?

Bell beat Mormeck to unify all three belts to become first undisputed cruiser champ since Evander, Mormeck then beat Bell and then Haye beat Mormeck. That makes him undisputed to me
