I ask because I don't push off first I twist my foot 1st and I drive with my legs after. So I am using what I call the foot twist method.

Yes, that's suboptimal. Both are the same when done correctly. If you're only doing one or the other, you're doing it wrong. Your first example, his hips are still turning fully event though his feet are moving. Your second example, he's pushing into the ground to move his weight and exaggerating the turn of the foot for the demonstration.
