North Korea has restarted it's nuclear programme and is about to test a long range missile, on which, once they are able to make one small enough, they will probably mount a nuclear bomb.

Do you think that this will mark a return to the days when Mutually Assured Destruction between the USA and the USSR created a cold war?

The one difference here seems to be that North Korea is currently run by a more unstable and unpredictable leader than the USSR was.
