Miles will not return, even if he were allowed.

He banned himself. So nobody is pretending that he is not allowed to return. Well I say nobody...

Stating the obvious there matey. Point of inference should be: that anyone who asks for a permanent ban and then receives it is by nature of that agreement not allowed to return. But even if he were, I don't think he would. Hope that clears it up.
