It's a tie between Sugar Ray Robinson (whom I consider to be the GOAT) & Hopkins.
Hopkins will always have a special place in boxing for me & he was/is an amazing fighter...but...Ray Robinson did so much...the problem I have is that...Robinson went down hill after he hit 40.
The other thing you gotta factor is is that he won & lost & then won again the middleweight title two or three times towards the twilight years.
That speaks a lot for the man, IWO. The age that he did that...most fighters are either retired, dead, or just gone.
Sugar Ray for me.
