Trump pardoned Bannon for his part in conning Trump supporters out of their money. I don't think Bannon had to even pay back the money he stole. Even if the Feds managed to recover some of it from Bannon after the pardon they'd have to give it back I'm pretty sure. That's what happened with the Manafort pardon.
