Yes, but Pernell outclassed Chavez at 147 because he was a superb technician, was impossible to hit with big shots, and constantly beat Chavez to the punch. Why would any of these things be different at 135 or 140? Whitaker was even faster and harder to hit at that weight. Whitaker didn't even lose rounds at 135, let alone fights.
