Are you basing that on the PAC EM 3 that PAC is 10-14 lbs over the limit? but that is after the weigh-in(after rehydration), which most fighters do anyway. If you consider PAC a big 130 pounder then what would you call a 5'8" Erik Morales and Edwin Valero, an anorexic welterweight.
yea pac is not a big 130, floyd and pac has gone up in weight about 24 lbs

106+24=130 for pac

130+24=154 for floyd

but pac has done it the hard way, he doesn't know how to the easy way like floyd that would win on decisions by one punch move and defend, pac does it by k.o's and wars. Thats why pac is the TRUE P4P KING. PACMAN BEATS DOWN HIS OPPENENTS, floyd just beats them on points.

jcc vs pac at 130 is an easy call, pac will beat him like how pac beat mab. TKO around 11th or 12th round. jcc at 130 isn't so great, he was better up in weight not in 130. but pac vs jcc at 135 is a different story

JCC and PBF are very lucky, Pac wasn't around when they were @ 130.
LOL, If Floyd was still fighting at 130, he beats Pac all day. Pac is lucky Floyd's not there anymore, because Pac wouldn't be champ.
PBF was never a complete fighter @ 130, he was under develop.

If he was, he would've been recognized atleast in top 5 p4p best. Was he choosen by RingMag as FOTY @ 130 because he was winning impressively?... Hell no!
