I don't know about that. Even if he wins, he hasn't fully proved himself at Cruiser yet. For me, he needs to unify the division before anything like that, and Cruiser is very exciting at the mo. While there are still fights, and he is still making the weight comfortably, he should stay at Cruiser IMO.
