Can you really envision Hagler mixing it with the heavies?
Tarver is a quitter in the ring and that wasn't an impressive win IMO. All he did was come in with the right hand and his head down and hold and hit in the back to wear him down.
The only heavy he wants to fight is Maskaev so you do the math on that one.
BTW, he started his career at light heavy so it's not like hes a small guy.
