He never actually beat the best guy at the time when he picked up his trinkets at 140(Hatton) or 147(Margarito) or 154(Mosley), these three were undoubtedly his toughest challenges and the best of their respective divisions when he last fought there. So Floyd still may lose to the actual best of 140/147/154.
Mosley had already announced that he was moving back to 147. So when Floyd fought Oscar at 154, you could make a very strong argument that Oscar was the best fighter at 154. Mosley wasn't even in that division anymore.

Ya, but the key word there is "might." If he KO'd Marquez and then beat Diaz and/or Casamayor at 135, then people would start giving serious consideration to Pacquiao as the fighter of the decade.
But those are pretty big Ifs. All 3 of those fighters you listed would stand a very good chance of beating Pacquiao.
