Yeah it's a bunch of bull. Fricken tards could just change the codes to eliminate this stuff but they prefer to keep throwing people in jail. If you follow the letter of the law the way it's written you can "legally" avoid filing. However, instead of fixing the way it's written, they just illegally imprison people. It's a crock. Why not fix the problem?
