I think HBO don't measure shoulder length... What they measure is arms length... It's very clear in this graphic that Hatton has only 20 inches of very short arms...

It is simple maths egghead. If Pacs reach is 67 and his arms are 25 inches each then his shoulders have to be 17 inches.
Hattons reach is 65, if his arms are only 20 inches then his shoulders are 25 inches. 8 inches larger. Am i right?
It's only you who is talking about shoulder length... What's presented here are arms length, 25" to PAC and only 20" to Hatton...
