I have read it. The only change in Mannys camp was an offer to reduce the window for testing from 30 days to 24 days. That is far from any acceptance of random blood testing.

Manny has thrown away the fight, and it doesn't matter how Arum tries to spin it. The facts are there in the article. Mayweathers demands were the same as they have been all the way through negotiations. It is Manny's camp that offered the lame proposal of 24 days before the fight. A very weak move to make them look as though they are offering something, despite the fact that there is nothing random in their proposal and still allows for possible loopholes.
thats what mayweather wants people to look at it. he wants random testing because he knows pac wont budge since he had a bad experience from the first morales fight.
