You have to go to you settings/profile page thing and check the box. Even if it's already checked, just do it again and save the changes and the bar should appear.

You go to the settings tab, then click on the edit profile link on the left hand side. Scroll down to the "show instant chat" settings, click "show chat" (or deselect it then select it again), the save the settings. Viola.

I can try to rewrite that in Ebonics if that is easier for you.
