Because they're both shot fighters who are several rungs below the level it takes to make a halfway enticing fight. Those were BS fights already when Pac took them -- particularly Margarito on the heels of getting exposed as a cheater, beat up and KO'd by a shot Mosely.

Your right about there being very little at 147, but I'd put Bradley & Khan on level with Berto if not higher & those 2 would be bigger fights than with the likes of Senchenko or Jones who are legit welters
