I would argue he is still a smaller fighter fighting at 147. He weighed 150 on fightnight. 150! Rios walks into the ring around 150 after weighing in at 135. Tim Bradley when moving up to 147 for 1 fight weighed around 156 in the ring.

Agree. He is a natural 140 pounder at this point in his career (as is Manny). He was a natural lightweight still during his stint at 140.

The only outcome I see in a Pacquiao-Mayweather fight is Pac winning by KO/TKO in the later rounds or Floyd winning by unanimous decision.

So as you can see, I'm not even saying that Pac definitely wins the bout. But it seems like Floyd is not willing to fight unless he is very sure that he is going to win. He isn't called 'Money' for nothing and the big money is in that fight.
