Some of them certainly were. Some were probably guilty of what they were accused of and thus their sentence was quite justified in the eyes of the person(s) who ordered it.
I'm not trying to argue that those who are tortured by depots deserve their fate, only that such abuses are wrong regardless of how guilty the person handing out the sentence considers the victim.
