Juarez I was wondering why he was getting so many title shots like 3 or 4 years ago.

He's been in 14 title fights. Granted some of those were lesser belts but he's had like 7 title fights for major belts.

This is what makes Rocky the perfect opponent, if you are trying to fool the genreal public he can be tagged as a title contender who has been in with Championship level opposition. In other words low risk, high reward.
