Later we can see Eugene coming in and apologizing, saying that he tries to help his son but knows that once he's gone (Eugene), Charlie willl likely be killed or severly injured, he also talks about how the whole house is filled with punches marks on the walls and doors. I am pretty sure that your interpretation is correct and that the old man just have no clue how to deal with that situation even though it shoudn't be hard to figure out.
