There is nothing dishonest about fighting on the inside. As for Pacquiao's weight class, that seems to be anything but an accepted limit. He is more than capable of throwing up close and maintaining weird angles, his biggest problem seems to be handling someone who can read his intentions well and counter. He is also while still pretty fast, slowing down.
While, I'm not calling in-fighting tactics dishonest and dirty, the physical use of the head, shoulders, clinching and legs are not exactly clean and honest according to the rules. Some fighters find subtle ways to use those parts of the body illegally to gain leverage. The use of such tactics is not tolerated by some refs and is by others.

Only a Pac fan would say something like "He's too honest a fighter to develop an inside game"

Inside fighting has nothing to do with being illegal..a fighter can certainly choose to use it to do illegal things but what if somebody is pressing you and you have zero inside game to deal with it??..I can imagine the post-fight interview now..

"So Manny it appears you lost this fight on the inside..what happened?"........"Errr I'm a errr honest fighter...I jus do my job..I dont fight inside"

Luckily Pacquiao isn't this stupid in reality.
