Is this the same theory as the one that suggests if you give enough monkeys enough typewriters they will write the complete works of Shakespeare?
Give enough crack addicts enough speeches before their drug addled deaths and they will come up with a truly moving and poignant speech before they die?
As for the speech itself, I'm not sure who said it, but I'll roll the dice and suggest Guy Fawkes.
