Though the original latin term could refer to quite rich people who just were not Aristocratic, today it is generally taken to mean uncultured and unsophisticated. So by using the term PLEB he is reinforcing his alleged previous statement that" you learn your f------ place" inferring his own automatic superiority in all situations even in a situation where he is clearly not.
