mate I lıved ın a black-as-ıt-gets ghetto ffrom 1995-2001 and I can answer that for you:
they look at ıt lıke they were called that name by Whıtey for centurıes and sınce they are all ın a group togetherness deal, ıt ıs used ın an endearıng way between them but obvıously how can a Whıtey use ıt ın an endearıng way? therefore they resent beıng called that by non-blacks.
I dont agree wıth ıt all the way and thınk they should NOT call each other that whatsoever as ıt perpetuates low self-esteem, etc... at the same tıme when I am together wıth a bunch of Italıans we alsways call ourselves greaseballs and wopps and degos, etc... but we dont lıke ıf an Irısh guy for ınstance would throw that name at us.

Ill explain, Whites invented the word. Black people took the word and turned it around for themselves to de power the original piss poor meaning. Now its like saying mate.

If someone calls me mate who is a mate good, if someone uses it in a derogatory fashion its on. As in something as simple as... Oh is that right mate? = Oh is that right Nigger?

Leave it out, he is my mate = Leave it out, he is my nigger.

But still there will be friction on both sides in the black and white minds who still choose sides.

Actually its got three meanings now; Chris Rock became very popular with some people and very unpopular with others by doing a clever routine that says black people dont trust niggers and he explains the difference with great humor. Because in that instance he separates a culture into good and bad which is the real truth about all cultures black white and all in between. In that 3rd instance the word is the same as Chav and used only within set community boundaries.
