If this is Obama's fault, are we then saying that 9/11 was George W's fault because he was president at the time? Are all leaders of countries struck by terrorist attacks to blame because they didn't prevent them?

Yyyyyeah but you see we're currently in the "War on Terror" so Obama should be prepared for this kind of attack. Pre9/11 we didn't have the infrastructure to deal with this stuff
