The problem is that once you give some people a badge, a title, and some sort of authority, they think they can do whatever they want, and that they are above reproach. And since they are usually "investigated" by themselves, they are. Make these people accountable for the results of their actions- like they would be clamoring to do, if that little girl had fallen and been injured while her parents were high- and put them in prison, take their pensions and homes and assets, and put their families on the streets.
Since no government agency or worker would get behind doing that to another government agency or worker, they should be hunted in the streets.

Locking parents away and from their children should only be done in extreme circumstances because eventually you want them back as a family. It costs too much not only financially but emotionally to keep families a part.
