I get the impression that he is a real tough guy and has serious power but that ability to succeed at the top isn't there yet.

From what iv seen of him he's like a heavy version of Berto and that seems like an easy comparison because they are both Haitian but he has fast heavy hands but is too easy to hit and not very mobile.
Too many heavyweights like this now. Not being taught how to move, use the ring, head movement, defence etc. just being shown how to punch.
He's from Montreal where I come from, he's good but not sure that he's real great. He deserves the belt based on the fact that Vitali has postponed it for the 4th time and his manager Camille Estepan said that if the alphabetical title plays by its rules, they should give him the belt like they did in the past for Lewis, Peter and Norton who were in similar situation: Estephan exige la ceinture | RDS.ca
Based on that, he does deserve the belt but I am not sure he has the tools to keep it once it'll be time to fight against one of the Ukrenian giants or a guy with skills like Solis.

That's the way it is, not the way it ends
Bermane is a pure counter puncher...meaning at times he's very lazy in the ring, he can't lead, and he'll allow you to hit him every so often. An in shape Vitali would just toy with Bermane, but Vitali is older and these postponements don't bode well for the continuation of his career. At this point if Vitali can't get healthy I would just assume have Stiverne vs Abdusalamov for the WBC title and then have the winner fight Wladimir to unify.
