he is for sure top 10 and maybe top 5. my list changes a lot depending on the time. i could see him anywhere from 4-8. 3 seems a bit high but i guess maybe i could see it. no way is he out of the top 10. walcott and charles were both great fighters. most consider charles the best LHW ever. although it isnt HW, charles is for sure a top 20 HW of all time. walcott is too. moore isnt ranked that high at HW but is one of the best LHWs ever.
so his biggest problem is that the best fighters that he faced were smaller guys. he didnt have to go through joe louis' era with big guys like max and buddy baer, carnera, or abe simon. not saying he wouldnt have beaten them all, but i would be interested how he would do against them since he was short and had a very short reach.
Rocky Marciano is definitely in the Top 10 Heavyweight Champions of All-Time.
The only debate is what placement which is subjective.
