There's a maximum of one champ per division--by definition an "undisputed" champ. Right now that's Baldomir. Margarito's just a contender nothing more, he's done nothing to earn the title peoples champ. He never fought any of the former champions just sat in the background calling people out.

Forrest won the vacant championship by beating Mosley. Margarito never did anything to get Mosley in the ring back then after Mosley lost twice!

Mayorga won the championship by KOing Forrest. Margarito never got Forrest in the ring after he lost twice.

Spinks won the championship by defeating Mayorga. Now Margarito was calling out Mayorga when he was champ but once he lost instead of trying to get the former champ in the ring once again he did nothing.

Judah won the championship from Spinks & again did Margarito try to fight Spinks... no.

Baldomir won the championship from Judah, did Margarito try to get Judah... no.
