    Never!
If you're not The Man at Heavyweight, then you're NOT the Best in the World!

Jones' prime was late '94 (Toney fight) till early '98 (Virgil Hill fight).
At that time, the top Heavyweights in the world were:

    Big Daddy Riddick Bowe
    Big George Foreman
    Michael Moorer
    Iron Mike Tyson
    Evander Holyfield
    Lennox Lewis
    Atomic Bull Oliver McCall
    Tommy Morrison
    Merciless Ray Mercer
    Andrew Golota
    David Tua
    Larry Holmes
    Ike Ibeabuchi
    Tim Witherspoon
    Donovan Razor Ruddock

Roy was a phenomenal athletic talent, maybe the greatest athletic talent there's ever been in boxing, but he would've been squashed like a peanut by any of those guys above if he fought any of them at that period.
He was the best in the world. I didnt mean at Heavyweight. In his prime though he was the best fighter in the world.

Pound-For-Pound is a figment of the imagination.
What really matters is when a real actual fight happens between two men, who comes out on top.
    That's the real Best fighter.

Weight classes were invented because these little light-in-the-@r$e fighters could never beat the top Big Men. With very, very rare exception, the Heavyweight always comes out on top.

A good Big Man beats a Great little man. Way she goes, accept it.

Promoters realized these little half-pints can still really fight though, and that there was money to be generated from them even if they can never beat the Big Man, so they invented weight classes. All these lower-weight titles are consolation prizes for guys that could never be the True #1 Big Dog in All the Entire Sport of Boxing: The Heavyweight Champion of the World.

He is the True King of the Ring.
He sits atop a world talent pool of about 16 thousand licensed professional boxers right now.
Hundreds of them, the Heavies, the cruisers, the light-heavies, the top super-middles; they could kick the $#!t out of Floyd Mayweather.
Only maybe 2 or 3 have a chance of beating Heavyweight Champ Klitschko: the true best fighter in all Boxing.

I'll tell you this: handicap match, 2 against one, Floyd Mayweather and Nonito Donaire versus Dr. Ironfist Vitali Klitschko. Vitali would literally kill either guy with a single jab. Vitali probably craps bigger than Nonito's whole body...

Wilder hasnt even faced anyone relevant we can make any kinds of judgements on him. People alling for him to fight for the title as if that would clear up the scene is a joke. His last few fights have been against nobodies. He is going to be another Price and Cunningham would beat him. Wilder would have a job even landing a shot on him.

Arreola and Stivern both have losses, both have been stopped. Arreola was beaten by Adamek who Cunningham at least looked a million times better against and wowee! While Cunningham was weighing as a heavyweight also!

Now.. Like someone else has already pointed out. Cunningham was draining himself by losing 10lb of water to get to cruiser. He would have deffinitly been draining himself then and been weaker.
