Top Rank fighters fight other Top Rank fighters. It keeps all the money in Bob Arum's house.
Floyd fights any fighter as long as they're not with Top Rank.
Why? Because Bob Arum owes Floyd lots of money and Floyd is never going to give Arum the opportunity to make any more money off him.

All any fighter has to do to get a fight with Floyd Mayweather is be marketable and not have a contract with Top Rank.

But why does Floyd get to pick and choose who he fights? How is that fair? Its because he's the paid athlete not only boxing, but the world... So FLOYD IS THE FIGHT.
