It is a good quote and sums up how the war machine (both external and internal) leads to ridiculous levels of money being taken from ordinary people to fund different departments that grow like tumours. The end result is cronyism, a bankrupt state, and a terribly abused populace. Just take the US prison population as an example. It is privately run and they get more money for locking up more people. There is no good that can come of a system like this. A report recently looked at data from 1980 to 2002 and concluded that the US is an oligarchy. If it was an oligarchy then, then what on earth has it become today? Is this the kind of world that we want? We have so much capacity for good, so why on earth do we have to scorch ourselves for the benefit of this handful of people who really do seem to hate humanity.
Honest Abe has an excellent reputation but he has some hints of corruption and abuse of power in his day. I have read a lot of Abe and his writings, my favorite being his letter to Mrs Bixbie.
