Yes, that's suboptimal. Both are the same when done correctly. If you're only doing one or the other, you're doing it wrong. Your first example, his hips are still turning fully event though his feet are moving. Your second example, he's pushing into the ground to move his weight and exaggerating the turn of the foot for the demonstration.

even if his ear is in line with his coccyx the moment that he puts his foot forward his ear would be in front of his coccyx so the movement is the same as what he is talking about correct?
